A 21-year-old Kinder woman, Haily Bellard, has been arrested after authorities discovered a 4-year-old child in her care suffering from severe mistreatment. The incident unfolded on Thursday, January 9, when a concerned resident in the Kinder area made a 911 call to report suspected child abuse. Deputies with the Allen Parish Sheriff’s Office responded promptly to the scene, where they found the child with notable injuries to the back and leg, which appeared to have been caused by repeated strikes.
Upon further investigation, deputies learned that Bellard had used a plastic utensil to strike the child, causing the injuries. Additionally, it was revealed that the child had been forced to wear a plastic trash bag as a form of punishment. The child was immediately taken to a local hospital to receive medical treatment for the injuries, though they were later released after being deemed stable.
Haily Bellard was arrested at the scene and charged with several serious offenses, including second-degree cruelty to juveniles, aggravated battery, and domestic abuse battery. She was booked into the Allen Parish Jail, where her bond has yet to be set.
